This is a critical moment to reflect on the role of nonviolent resistance in generating key shifts in policy and views since Oct. 7, 2023, and to identify a few strategies that might be fruitful in the present context.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The mass killing of at least 1,100 people in Israel and the taking of hostages on Oct. 7, 2023, was horrendous violence. It took place in the context of the violence of occupation, apartheid, settler harassment and increased killing of Palestinians in the West Bank and Gaza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The trauma of these dynamics continued to spill over as the Israeli government and military killed over 70,000 people in Gaza through bombings and shootings, and also through starvation caused by intentionally blocking humanitarian aid. Over 20,000 of those killed were children. As many <a href=\"https:\/\/www.bbc.com\/news\/articles\/cde3eyzdr63o\">genocide experts<\/a> and <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/09\/israel-opt-un-report-concluding-israel-is-committing-genocide-in-gaza-must-spur-international-action\/\">international bodies<\/a> have attested, this has been a project of ethnic cleansing and genocide.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the Gaza \u201cceasefire\u201d deal began on Oct. 10, 2025, other types of ethnic cleansing and violence have continued in Gaza and even intensified in the West Bank. The Israeli military has <a href=\"https:\/\/www.aljazeera.com\/news\/2025\/11\/11\/how-many-times-has-israel-violated-the-gaza-ceasefire-here-are-the-numbers\">killed nearly 500<\/a> people, including close to 100 children, since the \u201cceasefire,\u201d and aid is regularly restricted at a significant rate. Harassment, assaults and killing continue in the West Bank by settlers and Israeli military or police. The occupation and apartheid legal system continues to cause structural violence by denying access to basic needs, such as shelter, medical treatment and jobs. The rampant de-humanization of Palestinians by some educational institutions, communities and media cultivates a pervasive form of cultural violence that enables the ongoing devaluation of Palestinian lives in Israel, the U.S. and beyond.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many worthwhile efforts around the world have worked to end this and save lives, such as the <a href=\"https:\/\/globalsumudflotilla.org\/\">Global Sumud Flotilla<\/a>, earlier <a href=\"https:\/\/freedomflotilla.org\/\">Freedom Flotilla<\/a> efforts, the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Soumoud_Convoy\">Soumoud Convoy<\/a> that tried to deliver aid by truck convoy, student encampments at numerous universities in the United States, immense demonstrations worldwide, and much more. Although too many political leaders have fallen short, particularly in the U.S., some political leaders have stood up, especially in South Africa and Ireland, as well as a few in the U.S., like Rep. Rashida Talib and to some degree Sen. A closer examination, however, reveals that these campaigns have had important impacts. Building upon them and expanding upon their gains is critical. By looking at how and why policy and attitude shifts have occurred, we can glean strategic insights for the next stages of the Palestinian solidarity movement.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In analyzing key policy shifts in the U.S., Gene Sharp\u2019s <a href=\"https:\/\/www.nonviolent-conflict.org\/resource\/nonviolent-struggle-works\/\">six key sources of power<\/a> are useful in explaining some of the strategic dynamics. The six sources of power include:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>human resources<\/strong> or the number of people supporting the regime;&nbsp;<\/li>\n\n\n\n<li><strong>key skills\/knowledge<\/strong> critical to enabling the regime, such as technocrats, bureaucrats, legislators, business leaders and media experts;&nbsp;<\/li>\n\n\n\n<li><strong>material resources<\/strong> such as economic, financial or communication infrastructure;&nbsp;<\/li>\n\n\n\n<li><strong>intangible resources<\/strong> such as drivers of enabling ideology, narratives, symbolism and other cultural aspects, which can include religious leaders, social media influencers, cultural icons, and media personalities;&nbsp;<\/li>\n\n\n\n<li><strong>authority or legitimacy<\/strong> of the regime, and&nbsp;<\/li>\n\n\n\n<li><strong>sanctions <\/strong>and the capacity to enforce their injustice or violence, usually actualized in the courts, police or military.&nbsp;<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The \u201cregime\u201d being focused on in this case is the U.S. and its collusion with Israel. Both depend, to vary degrees, on some or all of these sources of power to maintain the injustice.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through the persistent efforts of activists, several key policy shifts occurred in the U.S. that made a ceasefire \u2014 even a deeply flawed one \u2014 shift from unfathomable to marginally possible.&nbsp; After Oct. 7, 2023, the primary U.S. policy response was to support Israel&#8217;s military defense strategy. As the bombing intensified, U.S. nonviolent demonstrations and public pressure grew, forcing policy positions to shift and at least include humanitarian aid. As Israel continued the massive, unrelenting attacks that killed thousands of civilians, nonviolent resistance contributed to further policy and strategy shifts toward a ceasefire, such as moving from a temporary to&nbsp; permanent ceasefire; and from full military support to pausing some weapons.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The nonviolent campaigns that helped to win these shifts came from a broad coalition of hundreds of faith-based and secular groups. To show the dynamics of these campaigns, let&#8217;s look at a set of efforts organized by Christian leaders, a key pressure group on political leaders. In 2023, Christian leaders organized numerous public witnesses and disruptions in front of the White House as well as civil disobedience in Congress. These Christian leaders and organizers focused on communicating the dignity of all stakeholders, in Gaza and Israel, while also resisting the injustice of violence and mass slaughter.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The strategic logic for these Christian leaders was to mobilize and leverage what Gene Sharp called \u201c<a href=\"https:\/\/www.nonviolent-conflict.org\/resource\/nonviolent-struggle-works\/\">intangible sources of power<\/a>,\u201d which includes the moral pressure of religious\/cultural leaders and moral narratives within their spiritual traditions. Christians for Ceasefire and Just Peace network sought to challenge and offer an alternative to other Christian voices and narratives which were enabling the ethnic cleansing. Along with other nonviolent actions and advocacy, these efforts led to a four-day pause in November 2023 and a release of hundreds of hostages as well as Palestinian prisoners.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Next, <a href=\"https:\/\/franciscanaction.org\/christians-for-ceasefire-campaign\/\">Christian leaders organized<\/a> a Lenten campaign which included multiple civil disobedience actions in partnership with other nonviolent actions and advocacy. In this context, U.S. policy shifted to the sanctioning of settlers (February 2024), and a call for a two-month ceasefire (April 2024). Along with actions by other coalition partners, Christian leaders organized a Pentecost campaign with singing disruptions and civil disobedience in Congressional cafeterias and a prayer service in front of the White House. The collection of nonviolent actions by various organizations and collective advocacy helped pressure Congress into pausing some weapons shipments to Israel (May 3, 2024), and finally proposed a plan for a <em>permanent <\/em>ceasefire (May 31, 2024).&nbsp;<\/p>\n\n\n\n<a id='OAGBUYm3Qt1elTJ5O0zbpg' class='gie-single' href='https:\/\/www.gettyimages.com\/detail\/2175820054' target='_blank' style='color:#a7a7a7;text-decoration:none;font-weight:normal !important;border:none;display:inline-block;'>Embed from Getty Images<\/a><script>window.gie=window.gie||function(c){(gie.q=gie.q||[]).push(c)};gie(function(){gie.widgets.load({id:'OAGBUYm3Qt1elTJ5O0zbpg',sig:'J-oO-lSvr08WupuFR6O3W0xBNLrFejyr2NuR7UCEmdw=',w:'594px',h:'396px',items:'2175820054',caption: true ,tld:'com',is360: false })});<\/script><script src='\/\/embed-cdn.gettyimages.com\/widgets.js' charset='utf-8' async><\/script>\n\n\n\n<p class=\"wp-block-paragraph\">Broad-based nonviolent resistance continued to expand and exert pressure on the U.S. presidential elections in November 2024. Although criticized by some for causing the Democrats to lose executive and congressional power, these actions reflected the widely-held sentiments of the progressive base. By raising the moral issue of genocide and ethnic cleansing, this particular set of nonviolent actions \u2014 especially at the Democratic Convention \u2014 indicated to Democratic leadership that Palestine was a key issue for voters. The failure of the Democrats, especially leadership, to take action caused them to lose authority and legitimacy in the eyes of their constituents \u2014 and ultimately, the elections.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soon after, Christians organized Advent campaigns around the image and theme of \u201cJesus in the Rubble,\u201d a concept which came from Rev. Munther Isaac, a Christian minister based in the West Bank in Bethlehem. It refers to the sense that Jesus, who was born in Bethlehem and lived in the surrounding area, is present in spirit with those under the rubble today, similarly facing persecution and martyrdom when he was crucified in Jerusalem. In the face of the Advent campaign and other efforts by various organizations, a ceasefire was agreed to just as President Trump came into office, Jan. 19, which lasted until March 18.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Through broad-based public education efforts, U.S. <a href=\"https:\/\/www.pewresearch.org\/short-reads\/2025\/04\/08\/how-americans-view-israel-and-the-israel-hamas-war-at-the-start-of-trumps-second-term\/\">polling<\/a> shifted to show about 53 percent viewed Israeli government policy in a negative light in April 2025, an increase from 42 percent in 2022. By shifting public opinion, the nonviolent movement undermined the \u201chuman resource\u201d source of power in Gene Sharp\u2019s model. Similar shifts in perspective toward a more critical stance of the Israeli government increased among former Israeli leaders, like Ehud Olmert, who was the Israeli prime minister from 2006-2009; and the religious right in the U.S., like <a href=\"https:\/\/forward.com\/fast-forward\/730222\/tucker-carlson-ted-cruz-interview-biblical-israel\/\">Tucker Carlson<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders from Christians for Ceasefire and Just Peace organized advocacy days in May 2025. The timing intentionally coincided with, and challenged, the American Christian Leaders for Israel, or ACLI, advocacy days in Washington, D.C. ACLI is one the larger Christian advocacy organizations supporting Israeli government policies. Christian leaders also participated in a 40 day fast with Veterans for Peace (May 22-June 30) to challenge the threat of U.S. military backing, a key source of sanction power for Israel. <\/p>\n\n\n\n\n\n\n<p class=\"wp-block-paragraph\">This fast culminated in <a href=\"https:\/\/www.interfaithforpalestine.com\/\">interfaith nonviolent actions<\/a> (public witness, rituals, education, advocacy, and civil disobedience) during the Christians United for Israel, or CUFI, conference in Washington, D.C. at the end of June. CUFI is the largest Christian advocacy organization supporting Israeli government policies. By countering its advocacy narratives, along with ACLI\u2019s, Christians for a Ceasefire and Just Peace sought to erode the intangible source of power these two organizations sought to bring to bear on politicians, offering a contrasting definition of morality, spiritual authority and religious conviction.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Due to these campaigns and many other efforts, negotiations re-started and humanitarian aid increased. In late July, as pressure increased over the starvation of tens of thousands of children in Palestine, polls showed that only 32 percent of people in the U.S. now supported Israel\u2019s war. In early September, as a 46-boat flotilla was launched to Gaza, a Christian coalition of organizations (now over 50) launched the <a href=\"https:\/\/www.fosna.org\/complicit-corporations\">Complicit Corporation Campaign<\/a> focused on Palantir and Chevron. This campaign sought to undermine the economic or material sources of power complicit in providing Israel with fuel, weapons, surveillance and supplies. Pressures mounted from this and other campaigns. France and several other western-allied nations formally recognized a Palestinian state. Negotiations restarted and the U.S. presented a 20-point plan at the end of September, a ceasefire was agreed to Oct. 9, 2025 and made significant but incomplete progress.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has been a long, traumatic road to get to this point, especially for those in Gaza, as well as for families in both Palestine and Israel who have had family members held captive. There is much to learn from (and improve upon) in the dogged, relentless nonviolent campaigns that led, step by step, from full military support to humanitarian relief efforts to temporary ceasefires and hostage exchanges, to a flawed, but more permanent ceasefire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this stage in the conflict, political analysts often focus on themes of stability, such as ending the lethal military activity and maybe rebuilding structures. While important, a more critical emphasis is <a href=\"https:\/\/drive.google.com\/file\/d\/1QO0d3wo0xoEFgwC7QyOoZW6VHytbl3Jb\/view?usp=sharing\">just peace<\/a>, which encompasses lifting up the dignity of all people, healing trauma, ensuring human rights, acknowledgement of responsibility for harm, accountability through restorative justice, generating cultures and institutions of active nonviolence, deploying unarmed civilian protection units, ongoing training and practice of strategic nonviolent resistance, a more robust civil society, and environmental justice. Just peace is not only for recovering from the wreckage of war, it is also a way of proceeding before and during war.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, we can begin to see some critical actions moving forward.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First, for the ceasefire to hold, it is imperative that we keep up the pressure and incentives that will ensure that the multiple phases of the ceasefire deal are successfully implemented. In addition to keeping political leaders attentive to the situation in Palestine, it will help to leverage the power of key corporations. With its focus on <a href=\"https:\/\/default.salsalabs.org\/T27aac51d-2de8-4862-80b6-3bf060a29f0f\/b2835ff8-b2ae-4974-8572-6d59f01b09f4\">Palantir<\/a> and <a href=\"https:\/\/afsc.org\/BoycottChevron\">Chevron<\/a>, the <a href=\"https:\/\/www.fosna.org\/complicit-corporations\">Complicit Corporation Campaign<\/a> is an ongoing campaign that continues to create economic and political pressure on key companies in order to reduce corporate support for the Israel government&#8217;s policies and help shift U.S. policy to end the ethnic cleansing and occupation in Gaza and the West Bank.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Palantir supports Israel\u2019s policies of ethnic cleansing through artificial intelligence and surveillance contracts with the Israeli military, as well as through issuing public statements of support. Meanwhile, Chevron has natural gas and oil operations that enable Israeli military activity. Expanding participation in this campaign will strengthen its efforts to expose, boycott and divest from these companies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Second, another critical action is unarmed civilian protection and accompaniment. There have been a number of efforts in this direction over the years, such as <a href=\"https:\/\/cpt.org\/programs\/palestine\">Community Peacemaker Teams<\/a>, <a href=\"https:\/\/eappi.us\/\">Ecumenical Accompaniment Program in Palestine and Israel,<\/a> <a href=\"https:\/\/www.metapeaceteam.org\/\">Meta Peace Team<\/a>, <a href=\"https:\/\/cjnv.org\/\">Center for Jewish Nonviolence<\/a>, <a href=\"https:\/\/www.machsomwatch.org\/\">Machsom Watch<\/a>, <a href=\"https:\/\/icahd.org\/\">Israeli Committee against Home Demolitions<\/a>, <a href=\"https:\/\/www.cfpeace.org\/\">Combatants for Peace<\/a> and the <a href=\"https:\/\/holylandtrust.org\/\">Holy Land Trust<\/a>. These groups increase safety for Palestinians as they shepherd their flocks of sheep and goats, pick olives, attend school, protect their threatened homes, travel through checkpoints, organize community meetings, serve as nonviolent leaders, and participate in nonviolent actions.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Here are two current efforts to consider joining or supporting through promotion and donations. <a href=\"https:\/\/www.ucpip.org\/\">Unarmed Civilian Protection in Palestine<\/a> is working to expand the scale of civilian protection work by deploying more professionally trained people and fostering deeper coordination among the various existing groups. An ecumenical liberation theology center, called <a href=\"https:\/\/sabeel.org\/\">Sabeel<\/a>, also offers accompaniment delegations of 7-10 days in the West Bank. These trips bring people from countries with particular credibility in Israel, such as the U.S., in order to increase safety for particular Palestinians under threat.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A third key action is creating pathways to accountability and healing. One of the consistent characteristics of cycles of violence is a lack of genuine accountability. This is one of the core reasons this situation escalated into mass slaughter, ethnic cleansing and genocide. A related characteristic is distorted understanding of \u201caccountability,\u201d and how there is little evidence to support retributive justice\u2019s effectiveness. This is prominent in methods of collective punishment such as occupation, the humanitarian blockade of Gaza, and mass forced displacement. It is also prominent in calls for war, even under the pretense of \u201cdefense,\u201d as U.S. and Israeli government leaders consistently claimed over the past two years in Gaza. War is neither justice nor accountability. It is violent destruction that generates trauma for all involved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Accountability involves at least four layers: an understanding of the harm, deeper empathy for those harmed, acknowledgement of responsibility for harm, and mutually-agreed commitments to practices that will address unmet needs and heal the harm. This is the kind of meaningful accountability that restorative justice processes cultivate. <a href=\"http:\/\/tpj.sagepub.com\/content\/85\/2\/127.short\">Research<\/a> has consistently demonstrated that restorative justice processes significantly reduce recidivism rates, and thus, break cycles of violence; as well as better meet the needs of all stakeholders. This, in turn, mitigates trauma and heals people.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These processes include restorative inquiries for individuals, survivor-offender conferencing, family conferencing, peacemaking circles, as well as truth and reconciliation commissions. In Israel and Palestine, civil society has some existing programs of this nature, such as the <a href=\"https:\/\/www.theparentscircle.org\/en\/homepage-en\/\">Parents Circle. <\/a>Now is the moment for governments, religious leaders and other civil society partners to design, scale up and invest in a robust set of restorative justice practices, including a truth and reconciliation commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The nonviolent campaigns and overall movement has offered creative strategy, stronger coalitions, an increase in courageous people, and some key policy shifts.
